はい。
Yes.
Hello, everyone.
I'm Moroboshi Kōichi.
This is an urgent, rush video I'm putting out.
So, what I want to talk about today is this, but...
To put it concisely, I can only put it very simply, but...
Japan has extended the currency swap with South Korea by three years today, without changing anything.
The articles are already out on this.
はい。
Yes.
It appeared quietly in an English-language newspaper.
Well, to explain simply what this is about, it's like this.
It's the usual routine, but...
The ones who appear in this story are, first, the Korean fiscal side: the Ministry of Economy and Finance and its head, Deputy Prime Minister Lee Hyun-il.
They're the side that announced this extension first.
Next, there's Japan's Ministry of Finance and Finance Minister Satsuki Katayama.
They're the side that put their seal on the promise to lend Japan's dollars.
After that, the Japanese and Korean media come in.
They're the people who reported the same event on completely different scales.
And finally, there are us, the Japanese people, who are the true owners of those dollars.
はい。
Yes.
First of all, let's start with today's topic.
So, today in Bangkok, Thailand, the finance ministers of Japan and South Korea met.
It was a meeting timed to coincide with the IMF conference, where the world's finance ministers gather.
And there, they reportedly agreed to extend the Japan-Korea currency swap, which was supposed to expire at the end of next month, by three years.
Both the size of the framework and its contents are completely the same as before.
There were still 46 days left until the deadline.
Yet they went ahead and signed off without even waiting for it.
And the one who announced it was South Korea's Ministry of Economy and Finance.
The ministers of both countries are said to have agreed that each country has sufficient foreign currency.
Don't do it... an extension, of all things, is what I think, though.
Even so, the reason given for extending is apparently that this swap is a symbol of Japan-Korea financial cooperation.
はい。
Yes.
And their foreign currency is more than sufficient.
Why on earth extend it? That's what I think.
And when I read this announcement, I was thinking exactly the same thing.
Today Pochi is going crazy, really.
I'm just hitting the wooden fish nonstop.
And the surprising part starts from here.
And in Korea, since this evening, both the newspapers and the economic papers have been reporting this extension all at once.
Korea's news agencies and TV stations are spreading this around the world, even in English-language articles.
So how does Japan compare?
And as far as I've searched through all sorts of sources just now, what has come out in Japanese...
is just a single short Kyodo News article, and the Japanese versions of Korean news agencies, and that's about it.
That's about the size of it, really.
And what's more, the Kyodo article was datelined Seoul and just relayed the South Korean government's announcement.
And as for an announcement from Japan's Ministry of Finance, nothing has turned up so far.
In other words, the agreement to lend Japanese dollars has been extended,
and we Japanese are finding out about it through an announcement from South Korea.
Everyone, don't you think this is strange?
We learn about our own money for the first time from the other country's announcement.
I think this is completely backwards.
And what's more, today is the day South Korean stocks fell sharply.
And by early afternoon, a measure temporarily halting all market trading,
even a circuit breaker, has been triggered.
And foreign investors have now been net sellers for eight days running as of today.
And during this time, the amount sold has exceeded 16 trillion won.
In Japanese yen, that's roughly 2 trillion yen.
And foreigners will convert the won from the stocks they sold into dollars and take it back to their countries.
In other words, dollars are right now in the middle of flowing out of Korea.
And the meeting dates were supposed to have been set originally to match the IMF meeting.
It's not as though they extended it to match the crash, right?
But still, but still... lo and behold, wouldn't you say?
On the very day the dollars were fleeing, Japan's dollar agreement was extended.
I don't think there could be any news more reassuring than this for South Korea, really.
And here, I'd like to introduce a figure that you are probably hearing for the first time.
Huh.
The debt that South Korea has to repay to foreign countries within a year exceeds 40% of its foreign reserves as of this spring.
Foreign reserves are the stock of dollars a country holds for emergencies.
In household terms, it's like a bankbook where a large part of the balance is already earmarked for repayments due before next year.
So, it's a question of whether you can really say foreign currency is sufficient, you see.
Actually, South Korea nearly collapsed in that currency crisis because repayments on its short-term debts came flooding in all at once.
While putting on a brave front that they have plenty, they don't want to let go of the Japanese dollar commitment alone.
I think South Korea's true feelings show up right here.
So, the mechanism works like this.
A currency swap is an agreement that when you're in trouble, you hand over your own country's money and, in this case, can borrow dollars from the other country.
So, under the current Japan-Korea agreement, Korea deposits won and Japan deposits yen, and each side receives the other's dollars.
The limit is 10 billion dollars, or about 1.6 trillion yen.
Per Japanese citizen, that comes to an amount over 10,000 yen each.
Um, in that case I thought, 'Japan can borrow dollars from Korea too, so it's mutual, isn't it?'
You there, how naive you are.
But please, think about it.
The question is whether the day will really come when Japan goes to Korea to borrow dollars.
Japan's foreign reserves are many times larger than Korea's.
It's always Korea that comes to borrow.
What's more, Korea comes to borrow when the won is being dumped.
Japan takes in money that is losing value,
and ends up handing over its most precious asset, dollars.
In form it's mutual,
but in substance it's an arrangement where Japan lends one-sidedly.
Of course, Japan has its own reasons too.
If the neighboring country's currency collapses,
sparks might fly over to Japan's economy as well.
And there are lots of Japanese companies in Korea, and Japanese banks are lending money too.
I think the Ministry of Finance probably agreed to the extension for that kind of reason.
Besides, for Korea a swap is said to be effective just by holding it, even without using it.
That's because if the market thinks Korea can borrow when push comes to shove, fewer people will try to sell off the won.
But if that's so, Japan should be in an even stronger position, mom.
What Korea wants most is Japan's promise, which it can hold and show to others.
And so, Japan played its strongest card a month and a half before the deadline, without getting any visible return.
I really think this is absolutely unthinkable.
In last year's tariff negotiations, America flatly refused the unlimited swap that South Korea had asked for.
The dollar isn't lent unconditionally, even to allies.
Even a country that can print dollars chooses whom it lends to.
On top of that, the Bank of Korea has just been called to account in this week's National Assembly for silently dropping the world ranking of its foreign reserves from its listings.
While hiding the ranking of its own reserves, it proudly shows off its promise with Japan.
To me, it can't help but look that way.
So here, let's take a brief look back at the history of the Japan–Korea swap.
Once you know this history, how today's extension looks changes completely.
During the 1997 currency crisis, among the foreign banks that had lent money to Korea,
the biggest lenders were Japanese banks.
Japanese banks at the time held 27% of the loans made to Korea.
And when signs of crisis appeared, the first to pull out their money were, in fact, Japanese banks too.
It's because several of South Korea's big companies kept collapsing one after another, and it looked like the money lent to them wouldn't come back.
From a counterparty whose credit has collapsed, money flees first.
This is the harsh reality of the world of money.
At that time, South Korea as a whole country was placed under IMF control.
Koreans still call this the "IMF situation" today,
and they remember it as a national humiliation.
Japan, too, as a country, put up a large amount of money in that rescue framework and was supporting South Korea.
At the time of the 2008 global financial crisis, it was the other way around.
At that time, the won was sold off to historic lows, and South Korea was said to be on the verge of running out of foreign currency.
And Japan expanded the swap to as much as 30 billion dollars and extended a helping hand to that Korea.
In 2011, that limit swelled to as much as 70 billion dollars.
Japan prepared dollars for Korea many times when it was in trouble.
But that was the very next year.
In 2012, then-president Lee Myung-bak landed on Takeshima and even spoke of demanding an apology from the Emperor.
Relations with Japan chilled all at once,
and the swap line that had been expanded was not extended at that time.
And then in 2015, South Korea too showed an attitude of 'we have plenty of foreign reserves, so we no longer need it,' and the swap had completely lapsed.
After that, there were talks about restarting it.
But a comfort woman statue was placed in front of the Japanese consulate general in Busan, so Japan stopped the talks.
And as for Mr. Aso's words...
They come from the press conference right after this.
You can't even make a money promise with a partner who doesn't keep promises.
Yes, that's what it means.
When in trouble they rely on Japan's dollars, and when not in trouble they turn their backs on Japan.
This is also a side of Korea that teaches us this history, you know.
And in 2023, when the Korean president tried to repair relations with Japan, the agreement was renewed.
And today's extension is the first one since that renewal.
And this summer, Korean officials said that even with an extension on the same terms, the impact on the exchange rate is small.
There were even voices saying that there are enough dollars.
Right, there are enough dollars.
Both countries confirmed that again today.
Even so, they are extending it.
In other words, for South Korea, this swap is a promise to show that they have it, rather than to actually use it.
Here is how I see it.
A swap is said to be like insurance that people use to help each other when they're in trouble.
But insurance is something you can only form with a partner who keeps their promises in ordinary times.
The trust relationship Mr. Aso talks about is exactly this.
So the question is whether that trust relationship has really been restored.
To me, at least, it hasn't.
I still don't see any evidence that South Korea has become a partner that keeps its promises.
They quietly deleted the foreign reserves ranking, and their explanations in the National Assembly keep flip-flopping.
Even so, only the agreement with Japan was extended without a hitch this time.
What I think South Korea really wants is not friendship with Japan from the start,
but Japan's dollars. That is how I see it.
South Korea's announcement described this extension as a sign of financial cooperation between the two countries.
Inside South Korea, it will surely keep being presented as a result of improved relations.
But if you ask me,
it is not a result of relations, but proof of South Korea's weak defenses.
And so, what exactly has Japan taken on?
As far as I can tell from the announcement, the only visible return is a promise to hold the next finance ministers' meeting in Korea early.
Korea calls the swap "insurance."
Then who is the one paying that insurance premium?
That's right: what corresponds to the premium is the dollars Japan gives up in a crisis, and Japan's own anxiety at that time.
For example, it's like a neighbor who only comes to borrow an umbrella on rainy days.
On sunny days they don't even say hello, and sometimes they even badmouth you.
But when it starts pouring, the first thing he does is knock on your door, hand over some sweets, say 'sorry to bother you,' and ask to borrow an umbrella.
And what's more, he hides how many umbrellas he has at home so the neighbors can't see them.
This time, Japan has gone along and kept lending out umbrellas on those rainy days without changing anything, extending it far into the future.
And what's more, it's doing this without telling its own family anything.
The neighbor is Korea, the umbrella is the Japanese dollar, the downpour is the stock crash and weak won, and the family is the Japanese people.
This story is coming back around to affect us Japanese too.
Japan's dollars aren't unlimited, either, you know.
Japan itself has been carrying out large-scale dollar-selling intervention this year to protect the yen.
Japan's foreign reserves are among the largest in the world, but
most of that is actually American government bonds, you see.
If it panicked and sold them, it would end up shaking markets around the world.
The time when dollars are needed most is when the world is in turmoil.
And when the world is in turmoil, that is also when Japan wants to use dollars to protect the yen.
The days when Korea wants dollars most overlap with the days when Japan most wants to use them.
Two countries want the very same dollars on the very same day.
That important dollar promise went ahead and was extended, with hardly anyone in Japan being told.
I think we must never forget this.
I think most of you viewers are in the position of saying, "Just get rid of the swap."
I feel the same.
Honestly, when I saw today's announcement, I thought, "No way, this can't be happening."
The party that Japan ought to lend its precious dollars to is one that keeps its promises even on sunny days.
Now that the extension has been decided.
I think there are two things Japan should do from now on.
One is for the Japanese government to properly explain to its own people what benefit this agreement brings Japan.
The other is to keep a firm record of South Korea's attitude on the day things cleared up, until the next deadline.
It is so that, when the next deadline arrives, we don't end up silently stamping our approval.
If it were you, would you keep lending your family's most important savings to a counterparty like that?
In short, that is what today's talk is about.
On the very day the dollars fled South Korea, Japan changed nothing in the substance and ended up extending its dollar commitment to Korea.
The ones who profited were South Korea, which didn't realize its foreign reserves were sufficient and so didn't let go of Japan's commitment.
Those who bear the cost are the Japanese people, most of whom unknowingly handed over dollars on the day of the crisis.
The Japanese government should explain its reasons for the extension to the public,
and decide whether to continue at the next deadline based on how South Korea has behaved in the meantime, I think.
What do you all think?
はい。
Yes.
So, well, it ended in a rather adult way, but it's really disgusting, isn't it?
What did you all think?

A commentator argues that Japan's three-year extension of its currency swap with South Korea, announced on a day of sharp losses in the Korean stock market, was handled poorly and was not explained to the Japanese public.

They're the people who reported the same event on completely different scales.
And finally, there are us, the Japanese people, who are the true owners of those dollars.
はい。Yes.
はい。Yes.
はい。Yes.
So, well, it ended in a rather adult way, but it's really disgusting, isn't it?
What did you all think?
